Supervised Mode is a special feature on iPhone or iPad devices that allows you to enable and enforce restrictions in such a way that they can't be disabled on that device.
Supervised mode is required to use the Device Config Generator.

Does Supervised Mode work on an iPad?
Yes. Device supervision should work on most modern iPads.
Blocking the Settings App
Unfortunately, it's not possible to completely disable the Settings app on iPhone devices. We recommend using the Device Config Generator to restrict certain settings instead.
Lock DNS and VPN Settings
Device supervision does allow you to install a locked version of the filtered VPN such that it can't be disabled. See Enforcing the Filtered VPN on iPhone.
Plus, if you've connected your iPhone to filtering using DNS, this can also be enforced by device supervision without the option to remove.
