You see a Terminal window open each time you double-click the file in your Downloads folder...
...follow these steps to resolve the issue:
- First, check the ending of the file you're trying to select; it should either end in .tar or .app
If the file ends with .tar, then ensure you're unpacking the file properly first:
- Right-click the config file and choose Open With
- Select Archive Utility from the list of options:
If the file ends with .app, then continue with these steps:
- Go to System Settings → Privacy & Security
- Scroll down to the Security section.

You should see a message like:
“Tech_Lockdown_supervise_… was blocked from use because it is not from an identified developer.”
- Click “Open Anyway”, then confirm in the dialog.
